CREWMEN SHALL LEAVE VESSELS ONLY WHEN OBTAINING THE HIGHEST COMMANDER’S PERMISSIONS

The Ministry of Transport issues the Circular No. 39/2019/TT-BGTVT providing regulations on responsibilities of inland waterway vessel owners, crewmen, steersmen, holding titles of crewmen and minimum safety complement of inland waterway vessels on October 15, 2019.

Accordingly, crewmen and steersmen of an inland waterway vessel shall have the following responsibility: Only leaving the vessel when obtaining permissions of the highest commander on the vessel or the vessel owner; Instructing passengers on how to use fire-fighting equipment, life-saving devices and escape equipment; Strictly obeying the orders of the captain and the direct commander, and fully carrying out the procedures for handing over work shifts, keeping a full and clear diary, etc.

The Circular also prescribes that the vessel owners and organizations and individuals hiring vessels shall take responsibility for making a seafarer register book, a vessel log book for cargo vessels with a gross tonnage of 250 tons or more each or passenger vessels with capacity of 50 passengers or more. Besides, the vessel owners and organizations and individuals hiring vessels shall be responsible for operation conditions of vessels and carrying out maintenance and repair of vessels, etc.

This Circular takes effect on January 01, 2020.
