PLAN ON IMPLEMENTATION OF THE AGREEMENT ON PORT STATE MEASURES
On June 04, 2020, the Prime Minister issues the Decision No. 757/QD-TTg on approving the Plan on implementation of the Food and Agriculture Organization of the United Nations Agreement on Port State Measures (PSMA) to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing through 2025.
Specifically, in the 2020 – 2021 period, the Ministry of Agriculture and Rural Development shall assume the prime responsibility for collecting, summing up, editing, compiling and printing documents disseminating and guiding the PSMA, legal frameworks and relevant international and regional legal frameworks and instruments; establishing mechanisms for coordination among related ministries, sectors and agencies in organizing the implementation of the PSMA.
Besides, the Ministry of Transport shall review, formulate and improve legal frameworks, policies, and regulations on port entry, organization of inspection, authorization for or denial of port entry and use of ports in conformity with the PSMA for implementation at designated ports relating to fisheries activities.
This Decision takes effect on the signing date.
