Consider increasing the ratio of land for urban growth; develop the "city within the Capital" model in the North (Dong Anh, Me Linh, Soc Son) and in the West (Hoa Lac, Xuan Mai);
Build a smart city on the basis of the development of both sides of the Nhat Tan - Noi Bai route (on the Vo Nguyen Giap street); consider planning for the development of urban underground space, green space and public space.
Work out planning solutions for the development of specific areas such as Red River spatial axis, urban development space on both sides of Ring Road 4, “city within the Capital” model, layout plan for the second international airport of the Capital region in Hanoi.
On irrigation, natural disaster management, and response to climate change, Hanoi must propose planning solutions to develop dyke and irrigation infrastructure systems, solutions to cope with floods along river routes, and floods in concentrated urban construction areas.
Main requirements for adjustments:- Closely follow and concretize guidelines and resolutions of the central government, National Assembly, the Government, the national master plan, the national sector planning, the regional planning for Hanoi, etc. develop regional connectivity to build and develop Hanoi into a growth pole of the Northern dynamic region (the Red River Delta), into a globally-connected city, comparable to the capitals of developed countries in the region and in the world.
At the same time, review and adjust specific planning solutions such as satellite urban development, green corridors, green belts, relocation of industrial production facilities, schools, hospitals, and arrangement of functional centers, etc. to be suitable to current conditions, new development context and ensure feasibility in urban development.
For transportation, the city shall adjust and supplement solutions for planning the framework technical infrastructure system in line with the national sector planning orientation (airway, road, waterway, and railway) in association with the implementation roadmap according to each phase. Improve connectivity with neighboring provinces in the Hanoi region and the Red River Delta.
Review and adjust the main routes, and bridges over the Red River, Duong River, Da River, Day River, and other major river routes.
Additionally, supplementing smart traffic management measures; review, adjust, supplement, and complete the missing framework technical infrastructure system such as water plants, waste, and wastewater treatment areas, funeral homes, cemeteries, etc...
