LIQUOR AND BEER ADVERTISEMENT MUST CONTAIN THE CONTENT OF “DRINKING MAY CAUSE TRAFFIC ACCIDENTS”

On February 24, 2020, the Government issues the Decree No. 24/2020/ND-CP on detailing a number of Articles of the Law on Prevention and Control of Harms of Liquor and Beer Abuse.

Advertisements for liquor with alcohol strength under 15 degree and beer must have warnings to prevent and combat the harmful effects of alcohol and beer which must satisfy the following regulations:

Foremost, it must contain one of the warning contents as follow: “Drinking may cause traffic accidents”, “Drinking may cause negative effect to fetal health”, “People under 18 years old are prohibited from drinking”;

In addition, liquor and beer advertisement on visual newspaper, electronic newspaper, digital information web page, social network must clearly express the warning contents in writing with colors contrasting with the background color to ensure good visibility, accounting for at least 10% of the advertisement area. In case liquor and beer advertised on television, the warning contents in writing must be shown in full width of the screen;

Especially, liquor and beer advertisement on digital information web page, social network are not allowed to link and promote accounts of users under the age of 18. Besides, organizations and individuals that sell liquor and beer in the form of e-commerce shall have to use application that user must declare name and age before that person accesses and searches for information to prevent people under 18 years old makes a purchase of liquor and beer.

This Decree takes effect on February 24, 2020.
