THE TIME LIMIT FOR INTERNAL APPRAISAL OF ADJUSTMENT OF INVESTMENT POLICIES IS 30 DAYS
On January 01, 2020, the Government issues the Decree No. 02/2020/ND-CP on amending and supplementing a number of Articles of the Government’s Decree No. 131/2015/ND-CP of December 25, 2015, providing guidance on national important projects.
Accordingly, the Government supplements provisions on dossiers for appraisal of adjustment of investment policies submitted by agencies assigned to make investment preparations. A dossier must comprise: A request for appraisal; An adjusted prefeasibility study report or adjusted feasibility study report; A report on supervision and assessment of the investment project’s adjustment; Other relevant documents. The project owner shall send 15 sets of dossier to its/his/her managing agency or agency assigned to make investment preparations for carrying out internal appraisal. The time limit for internal appraisal is 30 days.
In addition, the Government also amends and supplements Article 28 of the Decree No. 131/2015/ND-CP, from provisions on appraisal process to provisions on dossiers submitted for appraisal. To be specific: A dossier submitted by the project owner to its/his/her managing agency comprises: A request for appraisal; A feasibility study report; The National Assembly’s resolution on approval of the investment policy of a national important project; Other relevant documents. A dossier submitted by the managing agency for appraisal is similar with the above dossier.
This Decree takes effect on January 01, 2020.
